Cities and counties in many states are required to prepare and submit Housing Elements as part of its general plan. Submitted to state authorities, Housing Element requirements vary from state to state, and sometimes from region to region. As a natural extension of the housing and homeless research and reporting Civicus completes, we provide Housing Element services. Below is the 6th Cycle Housing Element for Kern County, California. Civicus took the lead in developing this document—and drafted Chapters 1 through 4 and Chapters 7 and 8. County staff led the efforts to review and report on past successes (Chapter 5) and and develop future plans (Chapter 6).
